Program Overview
The purpose of WIFA's Technical Assistance Program is to help water and wastewater facilities develop,
fund and implement capital improvement projects. WIFA will manage all available funding sources so
that the best possible financing package is provided.
Major differences from the previous Technical Assistance Program include:
- Technical assistance will be incorporated into a WIFA construction loan
- WIFA will select and contract directly with the engineer or other consultant
- Funds will be available year-round through the loan application process
- Two types of technical assistance will be available: Project Design and Support for Federal Requirements

Funding Amounts for FY2019
|
Drinking water projects: $300,000 between 6-10 projects
Wastewater and stormwater projects: $150,000 between 3-5 projects

Funding Schedule
|
Will be awarded on an ongoing basis, until funds allotted for fiscal year are spent or awarded, or until fiscal year-end.

WIFA will select a technical assistant provider (engineer or consultant) to provide the technical assistance and will contract
directly with the technical assistant provider to stipulate the scope of work, cost, and deliverable
due dates. WIFA will then refer eligible technical assistance requests to the selected technical
assistance provider

Types of Technical Assistance
The types of technical assistance offered include:
Type 1: Project Design

Design of an infrastructure project - for systems with a service population of 10,000 or less, or which meet WIFA’s criteria
for a disadvantaged community

Selection of design alternative – for systems with a service population of 10,000 or less, or which meet WIFA’s criteria
for a disadvantaged community
Type 2: Support for Federal Requirements

Environmental Assessment (if required as a condition of WIFA funding)

Cost and Effectiveness Analysis (if required as a condition of WIFA funding)

Fiscal Sustainability Plan (if required as a condition of WIFA funding)
An applicant may receive more than one type of technical assistance, but the amount awarded
per applicant will be capped at $50,000. Any cost overages can be included in the loan.

Eligible Applicants
Applicants which are eligible for a WIFA loan are eligible for technical assistance funding. The
Project Design type of technical assistance is for systems with a service population of 10,000 or
less, or which meet WIFA’s criteria for a disadvantaged community.

When to Apply
Applications for technical assistance funding are accepted on a continuous basis, as part of the
Project Priority List application.
WIFA expects these funds to be in high demand and that not all technical assistance requests will
be accommodated, especially as the fiscal year-end approaches. In the event that funds are limited,
requests related to addressing compliance, water quality or public health concerns will be given
priority, determined by the PPL application’s score for those criteria.
Unless funds are exhausted sooner, the technical assistance funds will remain available until the
April Arizona Finance Authority (AFA) Board Meeting. At that time, any eligible WIFA loan applicant,
regardless of population or disadvantaged community status, may request technical assistance funds
for work associated with a new WIFA construction loan. The technical assistance funds must be committed
at the June AFA Board Meeting.

How to Apply
If you’re unsure of how to proceed, fill out the Request for
WIFA TA form. WIFA staff will contact you to set up an on-site meeting to determine what type
of technical assistance would be most appropriate for your system/situation.
If you’re ready to move forward with applying for a loan, complete a
Project Priority List application and indicate in Section 3 that you would like the application
to be considered for technical assistance funds. Proceed with the established steps for a WIFA loan.
WIFA’s Board will approve any technical assistance as part of the loan approval process.
